Who we are

HALMEEL is Somalia's national one-stop platform where citizens and businesses can access priority government services in one place — in person and online. Ministries and agencies keep their legal mandates; HALMEEL coordinates, simplifies and standardises how their services are delivered.

According to the institutional presentation, HALMEEL was established by Cabinet Resolution No. SHGW.11.151.4.26 — 23 April 2026, under the Office of the Prime Minister.

Aligned with Vision 2060, the National Transformation Plan and the e-Government Strategy.
